Why Documentation Is Critical in Sugar Import
Sugar is one of the most heavily regulated commodity trades in the world. Every import market has mandatory documentation requirements β and a single missing or incorrect document can delay your shipment by weeks, trigger re-inspection, or result in cargo seizure. This guide covers every document a first-time or experienced sugar buyer should request from their Thai supplier.

The Core Document Set
1. Commercial Invoice
What it is: The primary trade document between buyer and seller. Lists the buyer, seller, HS code, description (e.g., "Refined White Sugar ICUMSA 45"), quantity, unit price, total value, Incoterms, and port of loading/discharge. Who issues it: The exporter (seller). What to check:- Correct HS code: 1701.99 (refined sugar) or 1701.14 (raw cane sugar)
- ICUMSA grade specified clearly
- Incoterms match your contract (FOB or CIF)
- Destination matches your import documentation
2. Packing List
What it is: Itemised breakdown of what is in each container β number of bags, weight per bag, total net/gross weight, and container number. Who issues it: The exporter. What to check: Total weight must match the invoice and B/L. For 50 kg bags: a 20ft container should have ~500 bags (25 MT). For 25 kg bags: ~1,000 bags.---
3. Bill of Lading (B/L)
What it is: The shipping document issued by the ocean carrier. Proves title to the cargo β whoever holds the original B/L can claim the shipment at destination. Types:- Original B/L (OBL): Physical document; required to release cargo at destination. Sent by courier from exporter after loading.
- Seaway Bill / Express B/L: Non-negotiable; faster release without original documents. Only use with trusted counterparties.
- Telex Release: Exporter surrenders originals at origin port; buyer receives cargo without physical OBL. Common for regular buyers.

4. Certificate of Analysis (COA)
What it is: Lab analysis of the sugar batch being shipped. Confirms it meets ICUMSA specifications. Who issues it: The sugar mill's QC laboratory, or a third-party lab (SGS, Bureau Veritas, Intertek). Key parameters to check for ICUMSA 45:| Parameter | ICUMSA 45 Spec |
|---|---|
| ICUMSA Colour | β€45 IU |
| Polarisation | β₯99.8Β°Z |
| Moisture | β€0.04% |
| Ash (conductivity) | β€0.04% |
| SOβ (sulfur dioxide) | β€10 ppm (EU) / β€50 ppm (most markets) |
| Reducing sugars | β€0.04% |
---
5. Certificate of Origin (CO)
What it is: Certifies that the sugar was produced in Thailand. Required for customs duty purposes and to claim preferential tariff rates under trade agreements. Who issues it:- Form D β ASEAN Preferential Tariff (issued by Thai Department of Foreign Trade)
- General CO β for non-ASEAN markets (issued by Thai Chamber of Commerce)
- EUR.1 β for EU markets
---
6. Halal Certificate
What it is: Certifies that the sugar was produced without haram (prohibited) inputs and follows Islamic food law. Who issues it: An accredited Thai Islamic body β either:- CICOT (Central Islamic Council of Thailand)
- DIF (Departments of Islamic Foundation of Thailand)
---
7. Phytosanitary Certificate
What it is: Certifies that the sugar is free from pests, diseases, and prohibited plant material. Required by certain countries even for refined sugar. Who issues it: Thai Department of Agriculture. Required by: Australia, New Zealand, Japan, South Korea, some Middle East markets. Always ask your customs broker whether your market requires this.---
8. SGS / Bureau Veritas Pre-Shipment Inspection Report
What it is: An independent third-party inspection verifying that the cargo loaded matches the contract specifications (grade, weight, quantity, packaging condition). Who issues it: SGS, Bureau Veritas, Intertek, or similar. When to request it: For orders above 100 MT, or on first orders with a new supplier. The cost is typically $150β$300 and is worth it for protection against grade or weight fraud.---
9. Health Certificate (Where Required)
What it is: Issued by the Thai FDA or Ministry of Public Health confirming the sugar is fit for human consumption. Required by: Some African markets (Nigeria, Ghana), India, and others. Check with your local food authority.---
